Inference Methods on Income Inequality and Tax Progressivity Indices: An empirical application to Spanish data

چکیده
This paper applies asymptotic and bootstrap inference methods for a set of non-linear inequality and progressivity indices. The non-degenerate U-statistic theory is applied to indices which are functions of several U-statistics. Generally, U-statistic variance estimators are difficult to compute. Formulae for a straightforward plug-in estimator of index variances have been derived. This is especially relevant for those indices whose asymptotic variances contain functionals with kernels of degree >=2. As far as inference issues are concerned, bootstrap methods appear to be favourable. Our results show that bootstrap-t performs more accurately, but an analytical estimation of the index variance is still necessary for this method to be practical. An empirical application has been made for the Spanish Tax and Welfare System. We distinguish clear dominance of cash-benefits on income redistribution. Public health and State school education also have significant redistributive effects.

Linear Inequality Measures and the Redistribution of Income
A class of inequality measures that is a natural companion to the popular Lorenz curve is the class of measures that are linear in incomes. These measures, which include the Gini and S-Gini coefficients, can be interpreted as ethical means of relative deprivation feelings. Their change through the tax and benefit system can be decomposed simply as a sum of progressivity indices for individual t...
متن کاملFederal Progressivity and State Regressivity∗
This paper develops a positive theory of taxation in a federation of states. Its main motivation is to explain two facts about tax schedules in the US. The first one is that states’ income tax rates are relatively low compared to federal income tax rates, in most cases below 5%. The second one is that the overall effective tax schedule at the state level is regressive in every state. The result...

This paper employs a distribution-free statistical test suitable for comparisons based on dependent samples to analyse changes in health care financing distributions on Finnish data. In distinction to the more general summary index approach used in most studies of progressivity measurement, the difference between the Lorenz curve of income inequality and the concentration curves of various taxe...

متن کاملStatistical Inference for the Measurement of the Incidence of Taxes and Transfers
We establish the asymptotic sampling distribution of general functions of quantile-based estimators computed from samples that are not necessarily independent. The results provide the statistical framework within which to assess the progressivity of taxes and benefits, their horizontal inequity, and the change in the inequality of income which they cause. By the same token, these findings chara...
